JOB DESCRIPTION OF PROJECT AND TASKS:

Statement of Work:
DOT's Enterprise Services Center (ESC) was selected as the SSP for the integrated DOT PRISM procurement environment. IBM supports ESC in the implementation of ESC PRISM to the Department of Transportation (DOT) to address "ESC PRISM Requirements Traceability Matrix” and augments the ESC team.

The DP2 Implementation/Integration Task consists of three (3) phases. In each phase IBM provides support for the implementation of ESC's PRISM system integrated with Delphi with all required tasks and documents to complete a successful implementation using a system development life cycle approach. The phases are broken out based on the time frame and agencies scheduled for implementation.

Task Description:

Works closely with systems analyst and applies experience of respective functional area to system analysis and design areas for large scale, complex systems.  Analyzes problem areas and postulates feasible solutions.  Participates in and conducts structured project reviews, conference room pilots and user acceptance testing.  Develops test plans and test scripts utilized during conference room pilots and all user acceptance testing.  Develops functional specifications and conversion strategy documents.  Analyzes user needs to determine functional and cross-functional requirements.  Performs functional allocation to identify required tasks and their interrelationships to other activities. Assists with gap analysis, requirements gathering, configuration, conversion data clean-up, training and post production support.

Required skills/Level of Experience:

Must have at least seven years of progressive experience in respective area of procurement.  Must have experience implementing a Compusearch PRISM system for government agencies.  Must have a detailed knowledge of respective organizational practices, procedures, policies, and methodologies pertaining to the management and administration of automated Government systems.  Must have experience leading conference room pilots and user acceptance testing including documenting test results.  Must have experience in Governmental procedures and policies and demonstrate good communication skills and the ability to work independently or under general direction only.
A Bachelor’s degree in accounting systems or other related discipline is required.  Directly related education or training can be substituted for functional analyst experience at the rate of one year of formal education equals nine months of experience not to exceed a total of 24 months substitution of education or training for experience.

The IA analysts will work with the System Administrators and Database Administrators (DBAs) to develop a remediation plan, including a schedule, mitigation strategy, and details to enable the IAM and AO to understand the risk.
·    Support Cyber Security auditing, continuous monitoring and analysis.
·    Scan the environment with vulnerability assessment tools such as ACAS/Nessus.
·    Prepare Cyber Threat Analysis, POAMs, and IAVM reports.

Hardware Engineer – This position is responsible for the technical health, planning, management, development, integration, installation, and operational support for end-to-end systems. Services include:

• MCSE or other Microsoft Certification

Job responsibilities:
• Lead a diverse team of system administrators in the support of Enterprise Operations for a Mid-range team.
• Provide technical assistance and support for incoming queries and issues related to computer systems, software, and hardware in the server environment.
• Respond to queries either in person or over the phone.
• Develop training and work level instruction manuals for the environment and teams
• Order equipment, design, build and deploy systems in the environment
• Respond to email messages for customers seeking help.
• Ask questions to determine nature of problem.
• Create requirements for project level work
• Work with core HP Team to support the customer roadmap, inventory and changes to the environment
• Lead change efforts, ensuring teams are creating required documentation to discuss changes to the environment
• Work with 3rd party vendors to fully understand install and support requirements for systems
• Work with end-user and other support staff to resolve connectivity issues

In addition to the standard Background Check and Drug Screening, the Candidate must be able to pass background investigation conducted by Anaheim Police Department or their designated agency to support systems which may include a polygraph. Candidate will be required to work on a rotating on-call shift which includes evenings and weekends to meet service levels and support requirements. Candidate must work onsite at the customer location and will be required to be mobile to support the environment, work with the HP Leadership team and City Officials.

• Ability to apply intermediate level of subject matter knowledge to solve a variety of common business issues.
• Works on problems / projects of moderately complex scope.
• Exercises independent judgment within defined practices and procedures to determine appropriate action.
• Acts as an informed team member providing analysis of information and limited project direction input.
• Follows established guidelines and interprets policies. Evaluates unique circumstances and makes recommendations.

Skills Required: MUST HAVE ALL REQUIRED SKILLS TO BE CONSIDERED.

Knowledge and Skills:

• 5 or more years’ experience.
Essential:
• Basic understanding of modern software design and development methodologies
• Basic understanding of modern SCM (software configuration management).
• Basic understanding of testing tools and unit test scripting, and testing methodologies.
• Experience using (or an understanding of the use of) an Integrated Development Environment (e.g., Eclipse).
• Understanding of basic Database Administration.
• Understanding of quality and security standards.
