Training/Procurement analyst, Rockvill, Maryland

Job Title: Training/Procurement analyst
Location: Rockvill, Maryland 20892 
Duration: 5 Months (Part Time)

Period of Performance: Four month base period starting February 23, 2015 through June 20, 2015 with two (2) option periods of 30 days each

 Number of hours per week is variable, appr 2 days per week -Total of approximately 256 hours
 The contractor will not be required to work on-site and may work remotely unless occasions arise where on-site work is necessary
 Experience: Mid-Level
 Expert knowledge of NIH, HHS and Federal contracting
1. Serve as the point of contact for the Document Generation System (DGS) and work form language related issues/questions.
2. Mentor /train inexperienced Procurement Analyst(s) in performing  work form update functions, performing administrator duties in the DGS and  preparing acquisition language including Federal, Departmental and NIH  language and prescriptions to be used in work form updates which is utilized widely by the NIH acquisition community.
3. Establish strategies for implementation of statues, regulations, judicial decisions and other developments affecting the NIH acquisition community.
4. Provide guidance to acquisition community on technical and policy questions involving acquisitions matters, including language for contracts, solicitations and prescriptions.
5. Work with acquisition and program offices to prepare QA/program specific language as needed.
6. Responsible for updating the DGS web pages of the OAMP website as needed to maintain accurate and up to date information.
7. Review draft work form updates and new or modified acquisition language to be used in work form updates before sent to the Department of Acquisition, Policy and Evaluation for final review.
8. Assist COR in preparation for competing follow-on DGS contract.
9. Advise and assist the Associate Director, OAMP, and OALM based on complete strategic and tactical knowledge and understanding of acquisition policies, services and procedures at the NIH as they relate to the OAMP, and knowledge of the structure and culture at the NIH.
